Here is what Friedrich posted Aug 29 2008...

Because .NET 3.5 Framework is a hefty 200 MB redistributable, we'll not
support it as a PreRequisite.
For SetupBuilder 7 is a separate include script on the drawing board to
install SQL Server 2008 Express. But we'll not provide access to the
Microsoft redistributables.

Thanks John.
Just as a point of reference to the question, it should be kept in mind
that sometimes - these SB scripts are used internally and on GASP - CD or
DVD media, so size is not always an issue. 3.5 might already be installed
and could be made a precondition of the 2008 install, yada, yada, yada.
Control of the environment, otoh, is:) Flexibility for the developer,
likewise.
