IMPROVEMENT: Minor internal installer optimizations.

FIX : [SB#610101] Under certain circumstances, the installer rebooted
the system silently if there were in-use files in the internal
"replace on reboot" queue.

FIX : [SB#610121] Under certain circumstances, Include Scripts in the
IDE did not update correctly.

FIX : Possible INI value uninstall problem.

FIX : [SB#610191] Under certain circumstances, the "Select Language"
installer dialog was not working as expected.

CHANGE : "Edit Registry" function removes CR/LF if "Data Type" is a
"String" or "Expandable String".
