Its a Florida thing only with butterfly ballots and Democratic counties

Hi Don,

This error is reported if the installer was unable to unpack runtime files
(this is the first 0001: part). 000-3 is a Windows system error code and
means "The system cannot find the path specified". A few things come to
mind. The user locked the temporary Windows folder or some kind of
protection software (temporary) locked that folder.

Yep, client problem. It occurred after they installed IE 7.

I ran into a similar problem... After installing IE7 on a Windows 2K3
server I was no longer able to access ANY shared drives. I did not have a
lot of time to determine the exact problem. Uninstalling IE7 resolved the
issue.
