The file sbuilder.chm which I had from previous downloads DOES NOT OPEN
LINKS. After I INSTALLED SB6 the NEW copy of the file opens just fine and
lets me navigate and read everything. Of course the sb6 download displayed
its authenticity certificate.

This behavior happened once with MY .chm file as a raw download from the
web. Therefore I put it into a .zip archive so the end user can unzip and
then RUN the help file as a stand-alone; this WORKS. I think Lindersoft
tried to do the same by sending the file as sbuilder_chm.zip, but THAT IS
WHAT I UNZIPPED to get the version that FAILS TO OPEN ANYTHING in the RIGHT
panel. Only the TOC is readable.

DEP problem? Strange .chm behavior? I don't know how to attach a
certificate to a .chm file, so I plan to continue to upload mine in zipped
form.

You can't 'certificate' a .CHM file.
What you CAN do is to tell your users to right-click it, click Properties,
then click the Unblock button (graphic attached).
