IMO, you have a classic MIME problem:

What happens if you download the file via Internet Explorer?

If your server is not IIS, it's also possible that "redirection" is used and
so no valid HTTP header is returned to the installer. Error 5060 is
reported if the HTTP header is not valid (or corrupt) or does not have any
"Content-Length" item.
