Dan,
Just curious - the readme dialog option with print button option before the
actual install isn't enough to cover the install details?
If not, would it be better to display a web page with install details than
using a RTF file?

Use SetupCast.
It includes a customized version (with source) of the Web Update client
that will download and display a RTF prior to downloading the actual update
and installing it.
You could also adapt the same script code to run in your main installer.
