Your firewall or other "protection" software systems on *your* machine is
blocking communication to the web update server.

As Friedrich indicated, sounds like a firewall block, I had problems with
certain releases of ZoneAlarm, finally got rid of it.

You can also download the FULL download and install from that - I have used
that technique when having firewall problems.
