"This application is already running"

After using SetupBuilder to install a small C7.3 app, I get a message:
This application is already running...CAPTION. It is not. Any
thoughts on this?

SetupBuilder does not display such a message.

Update: solution posted by Didier Le Duc on the Clarion 7 NG (not a
SetupBuilder related issue)
