It completely depends on your server software. In your Server Account
Control Center, there should be some kind of Access Control item (similar to
the attached screenshot).

Just login to your server and (if your contract allows it) there should be
an access control function.

Apache, your web host must have enabled .htaccess processing that allows you
to customize your web server environment using localized configuration files
called .htaccess files.
