I need a variable similar to %_SB_INSTALLDIR% for the purpose of running a
program locally instead of
from the install directory, which maybe on a NAS box.
Maybe %LOCALPATH% which will be found in the registry of the computer doing
the install.
Where do I create the variable?

You can do it in the "Runtime Variables" Visualizer or in the Script Editor.
It does not make a difference.
See attached screenshots. If you add it in the Runtime Variables
Visualizer, it declares and initializes the runtime variable in the [
Initialize Setup ] section.
