From time to time, one of ny installs will tell the user at the end of the
install that they need to restart their computer. I have looked thru all the
settings and see no place to turn this off except for silent installs which
I do not use. What causes this message to appear?

You get that when you are replacing a file that is "in use" ( for example -
a DLL used in a service process or a copy of your app that is running ).
In cases like that you need to either prompt the user to close them or use
the SetupBuilder option to shut them down before you install the files.

If you've downloaded the "Learning SetupBuilder Part I" help file, click the
Index tab and look for "Reboot".
As Charles says, it's an indication of files in-use. That section of the
document shows you where you can look in the Registry to see exactly what's
the cause (if you're interested).

"This system must be restarted to complete the installation..." is the
standard text in Windows installation systems.
But you can change it if you want ;-) See attached screenshot.
