If it don't exist, i want to install it.
But how to find out about its allready installed?

Most components are registered in the Windows registry. So what you can try
to do is to read a component specific registry key from the registry.

For example:

HKLM\SOFTWARE\Microsoft\Microsoft SQL Server Native Client
10.0\CurrentVersion\Version
