By default, the SetupBuilder 8.1 IDE runs non-elevated. The SetupBuilder
Core PreRequisites (e.g. Visual C++ Redistributables) are stored in a secure
location on your computer. Elevated privileges are required to get write
access to secure locations on Vista, Windows Server 2008, Windows 7, Windows
Server 2012 R2 and Windows 8.x.
Unfortunately, the IDE does not correctly detect the elevation level on
Windows 8.1 and Server 2012 R2. As a result, you'll see "Error Code 999"
and no warning message when you launch the "Redistributable Manager" feature
on Windows 8.1 / 2012 R2.
This detection issue will be fixed in the next maintenance build.
