If I did not have SB and were you I'd jump on this RARE occasion to get
the VERY *BEST* installer software available.

BTW - we even use SetupBuilder to create our installers for WinDev
applications even though WinDev has it's own installer creation tool as a
part of the package.

Would this not result in a new SB serial number? Can we just renew an
expired maintenance plan for our existing install of SB? I currently have SB
Developer 8.1.4227

The reactivation process will "unlock" your original serial number and then
renew the maintenance and subscription plan for 1 year. So you only have to
"copy and paste" the new subscription key into your SB IDE and you are back
in the game :-) No new SB serial number.
