Friedrich,
Is there any way to make SetupBuilder dialogs look as fancy as the
attached? I'm thinking Billboards for part of it.

At the moment this is not possible. The setup engine makes use of the
(still industry standard) MSI-style installer GUI.

OK, maybe some future version then. ;-) Certainly not a high priority,
just a "nice to have".
