Add firewall exception

I vaguely remember a discussion about the communication protocol (with
Lee?) and adding the Any option. The docs on this are not current
(screen shot shows only the first two options - disabled).

The program is to start on boot-up and be able to communicate with
another Clarion app (with Notify messages).
