In the Build menu, selection "Distribute to FTP server", issues a message as
attached.

How does one "enable the FTP feature"?

You "enable" the FTP feature in Release Distribution (Upload Release: Yes).

When you compile the setup.exe then the IDE will ask: "Do you want to upload
the release to your FTP site (Yes/No)". If something went wrong or you
clicked "No" then you can use "Build | Distribute to FTP Server" to restart
the FTP upload process.
