Australian customers:
Please note that, starting July 1, 2017, Australia tax law changes apply for
non-resident sellers of electronic services or digitally downloadable
products/services. In order to be compliant with these legal requirements,
Digital River will start to collect an Australia Goods and Services Tax
(GST) of 10% for all sales to shoppers in Australia.

Well, DR is an U.S. company and they are registered to collect state sales
tax in every U.S. state that has a state sales tax. The no-tax option is
handled by a company that is not registered to collect state sales tax. It
would be illegal for a company that is not registered to collect state sales
tax to collect the tax <g>.
The major problem in the U.S. is that there are no online databases by which
various state-issued tax IDs may be electronically verified in real-time.
Companies and organizations in the E.U. simply enter their VAT ID to prevent
sales tax from being collected on orders placed.

The way I hear it here, is that the date of this GST implementation has been pushed
back by a year to 1-July-2018. This happened just _yesterday_ ...

The Senate, our Upper Parliamentry House recommended the change and yesterday the
"House of representatives" (Lower House) approved the amendment to 1-July-2018
I have attached a few screenshots of relevant portions from the PDFs avail from the

I was Wrong :-(
There are two parts to this. My references to the change to 1-July-2018 are for
Physical Goods.
The Electronic/download 10% GST does come into effect 1-July-2017

Sales tax here in Knoxville is 9.25% so not too far off!

This VAT/GST thing on software sold electronically has been a problem for us
since a very long time. About 10% of our support requests are VAT related.
It all began on July 1, 2003, that is 14 years ago :-( And we even have to
pay a processing fee on the additional GST/VAT amount. EU, United States,
New Zealand, Australia, India, etc.

As it happens, it doesn't make much of a difference to us anyway.
Businesses claim back all the GST they gave paid so it is merely a temporary
loan to the government. From my point of view paying GST actually makes my
accounting easier!
Paying a processing fee on it is bad though and probably a reason for us to
use your alternative...

Hi,
Agreed, not a big one for me, but there will now be a further 10% outlay
on the price at time of purchase. For those that are "cash poor", makes
a difference having to pay the 10% tax and wait up to 1 months to get it
back.
I am fortunately not in that position, but appreciate those that are.
It is unfortunate that this direction of "taking tax" affects
"manufacturers" and not just those that require protection: i.e. the on
sell Retails. (Not to mention the ATO missing out on TAX of course,
which is most likely the main drive of it)
