Load library error: 0023.LIB

I'm trying to run an installer that uses SetupBuilder 10.0 and running into Load library error: 0023.LIB Code: 101000182.
This is happening on multiple computers that I try to install this on. Already uninstalled AV (McAfee Endpoint Security 10.6) and turned off Windows Firewall but still no luck. Any help on what could be causing this to stop the installer from running would be great!

Yes, I am able to install that without issue. What component is 0023.LIB? I saw in another thread that the installer was getting stuck at 0018.LIB being a component that handles the firewall settings. Not sure if knowing what 0023.LIB handles could help me figure out what's blocking the installer or not.

Hello,

0023.LIB is the SSL download component. It did not block the component but on these machines there is a CWDIllegalInDllSearch registry entry with the value set to 0xFFFFFFFF.
