Creating a webshortcut in Program folder

I try to create a web shortcut in the Programs folder, but it doesn't appear. Creating shortcuts on the Desktop works fine. Is this a known problem?

Hi,
I'm using build 1158 and it works fine.
I right-click on "Programs" folder and click on "Add" --> click on "Shortcut".
Click on "Internet Shortcut" checkbox.
Click on "Advanced" Tab.
Type in my URL as the Target.
Compile and Run.
