What happens if wupdate.exe checks for updates and there are no files at all
in the folder on the server, including the INI it is looking for?
Do I need to put the INI file produced by the initial install onto the
server so it can determine and report there are no updates available?

Lee,
If the INI does not exist, then it will report a Communication Error.
If you are preparing your current software for future updates (if you
install the WebUpdate Client), you have to distribute your installation file
(e.g. myapp.exe) and upload the configuration file (e.g. myapp.ini) to your
web server.

Yes. I tested this scenario several different ways and pretty arrived at the
same conclusion.

By the way, this is the "default" behavior. Because wupdate.exe is compiled
from a native SB5 script, you can change this.
