Ben,
1. If you are running the IDE as Standard User, close the IDE and execute as
administrator. A Standard User does not have access to Winsock.
2. Make sure the firewall does not block the IDE.

firewall is not blocking....

It was busy downloading ... about 1% i think .. then the error occured....

Sorry, but I fear it's something with your system or your ISP. I checked
the web log and there were more than 3,000 (successful) PDF/CHM document
update downloads via the IDE during the last 12 days. Nothing changed in
the web update component for 18 months now.

international links are down ...

Yes, I checked the web update source codes and this error is reported after
a WSAETIMEDOUT winsock error.
So it seems to be caused by a ISP problem.
