Embed Vista Manifest, Name and Description

Hi All!

Just for information:

The Name and description should not contain non ASCII characters.
I tried with 'Vagtplaner døgninstitutioner', which gave invalid program
files.
A change to 'Vagtplaner' gave a valid manifested program file.
