I have an installation that is asking the user to restart after the
installation is complete. I do not want this, actually don't think I set
it, and can not find where to turn it off.

The installer automatically asks for a reboot if it replaced locked (in-use)
files. In this case, Windows requires a restart in order to finalize your
installation. If you do not reboot, then you have an incomplete
installation.
To disable the reboot process (*NOT RECOMMENDED*), you can use the "Set
Installer Flag" script function.
Set Installer Flag $SB_RESTARTFLAG$ to "0"

You are correct. I ran it again and was not asked to reboot. I must have
had some files open and did not know.
