I just received the update notification and downloaded the update. Without
changing anythng in my installations I ran a compile. Now none of them will
run. I can not run them either from SetupBuilder using the run button or
directly running the exe. The error I get is.....

The same error message was reported back in Jan 2005. You can see the
ensuing discussion here:

Hi Bob & Bob,
Exactly what Chris said.
Your "protection" software blocks the application. Perhaps you received an
update for your protection software today? Nothing changed in the
SetupBuilder loader for a few years now.

Nope... Nothing has been updated. Just did a reinstall onto another
computer for a test and same results. Uninstalled and reinstalled the prior
version all works well. I have totally disabled all security and anti-virus
software. Ran the older version and it was fine, installed the new version
and same error as above in under 3 minutes I doubt my system has had time to
change anything else. At this time I have no security running at all, anti
virus, anti mal ware, windows defender or windows firewall, just a clean
system and I get the same behaviour on two different computers.

What is strange is, it says "SetupBuilder 6.7.2130" in your error dialog
title. But the new version is 6.7.2198, so it should display "2198" and not
"2130".
What's the date and time stamp of your 0000.lib and SBKERNEL.LIB (located in
your Bin32 folder under the main SetupBuilder Program Files folder)?

Just manipulated a simple test.exe compiled with the latest SetupBuilder
6.7.2198 in such a way that it can generate a forced Error#: 0001:000-3.
It looks like this attached screenshot (please note the 6.7.2198 title)
So you are saying you did a clean 6.7.2198 install on another machine and
get this same 6.7.2130 error??

0000.lib = 03/07/08
SBKERNEL.LIB = 04/11/08
from your splash screen
Serial Number: xxxxxxxxxxxxxxxxxxxxx
Name: xxxxxxxxxxxxxxxxxxxxxxxxxxxx
Product: Developer Edition - Installation Authoring and Configuration
Management System
Version: 6.7.2198
Maintenance: Valid Until (Date) xxxx/xx/xx
I just repeated the above on the second computer, uninstalled the current
version, reinstalled the prior version and it works fine. as soon as I
install the new version the builds will not run.

Hmm, definitely the wrong 0000.lib. Did you use the new *full* installer to
update an existing installation?
Please unzip the attached 0000.zip (the 04/11/08 version) into your \Bin32
folder then recompile.
Does this help?

Got it to work but I had to have the system do an uninstall. I verified
that all of the lib files were gone then reinstalled the new version. My
bet is the old files were not being replaced if they were present,

I know what causes this. It's a problem in our own SB6 installation logic.
The 0000.lib is the installation loader "stub" and has an embedded version
resource. For all SetupBuilder 6.7 builds, this version resource is set to
6.7.0.1. The original SetupBuilder project files which compile the full SB6
install images have the Replacement Option set to "Check File (Version then
Date)" option enabled. Because we never change the version resource for the
0000.lib (even if we compile a new 0000.lib), that file is never replaced if
you use the full install image to update an existing installation. This
does not happen if you do a web update.
We'll upload a new install image.
Thank you for bringing this to our attention. This problem exists in all
previous SB6 full installation images when doing an update.
